Two-Rate Property Tax System, New York State 1986

In 1984, the New York State Legislature created the Temporary State Commission on the Real Property Tax to study the two-rate property tax (lower taxes on buildings, higher taxes on land).  The 1986 report of the Commission does not take sides, but it provides one of the best official discussions of the pros and cons of the property tax shift to be found.  The fact that the legislature funded the study (as the New York governor had done in the 1920s when taxes on new housing in New York City increased the housing stock) indicates this issue remains relevant today.
